2. Review and respond
The recipient reviews the secure instruction and accepts or declines through the supported response route.
3. Record the outcome
The operator sees the event history and any returned completion record within its stated evidence boundary.
Claim boundary: A timestamp proves when the system recorded an event; it does not independently verify every real-world fact behind that event.
